Abstract :
After the enacment of Law Number 11 of 2020 concerning Licensing Cluster Job Creation, through the Electronically Integrated Risk-Based Business Licensing System/Online Single Submission Risk Based Approach, it is hoped that the Ministry of Investment/Investment Coordination Agency will implement properly. So that it encourages the acceleration of convenience in business licensing services in Indonesia which was previously convoluted and can accelerate the implementation of bureaucratic reform to create a world-class bureaucracy by 2025. The objectives in this study include 1) Analyzing the implementation of the Investment Coordinating Board Regulation Number 3 of 2021 concerning the Electronically Integrated Risk-Based Business Licensing System at the Ministry of Investment/Investment Coordination Agency, 2) Analyzing the perspectives of Academics and Target Groups (Business Actors) regarding the Law on Licensing Cluster Job Creation, 3) Analyzing the strategy of the Ministry of Investment/Investment Coordinating Board realizing the success of the 2020-2024 bureaucratic reform through the Law on Licensing Cluster Job Creation. The research uses constructivism paradigm with qualitative research methods. The research design used a case study and data collection techniques, including observation, in-depth interviews, and literature study. The results of the study show that the implementation of the Investment Coordinating Board Regulation Number 3 of 2021 concerning the Electronically Integrated Risk-Based Business Licensing System (Online Single Submission Risk Based Approach) at the Ministry of Investment/Investment Coordination Agency is in accordance with the policy implementation factors although it is not perfect, The Perspective of Academics and Target Groups assess that the Licensing Cluster Job Creation Act is appropriate, fast, and facilitates Business Actors but must continue to increase its socialization and education, and Bureaucratic Reform through the Development of Service Integrity Zones for the Investment Coordinating Board (BKPM) 2020.
