Abstract :
Village autonomy is the right, authority and obligation to both regulate then manage their own government affairs and interestssof the community based on theirrrights of origin and socio-culturallvaluessthat exist in the community to grow and develop in accordance with developments in the village area. The provision of village autonomy in Indonesia itself is contained in constitution decree number 6 of 2014 Indonesian government concerning Villages In Japan and South Korea, it is not regulated in writing regarding as village autonomy, but is carried out as a state development program and its implementation is carried out specifically through special programs and policies of the government in charge of the implementation of village autonomy, which both from the central or regional governments. The purpose of writing this thesis is as a form of study of constitutional law studies, in observing the process of implementing village autonomy through a comparison of the village autonomy system in three countries Indonesia, South Korea and Japan. The results for those study indicate that an implementation for legal policy village autonomy itself is not only regulated in accordance with the written law, but can also be implemented through government policies carried out based on special authority or through the implementation of discretion, and government programs that focus on the implementation of autonomy villages, like an exemple in Japan and South Korea. This is based on the fact that village autonomy is really needed to prosper the village area and equalize the growth of village infrastructure as the one of regional structures in the country. In addition, the infrastructure built into village autonomy should be directed according to the needs, both general and specific, that are needed by the government and the village area. Village autonomy must be implemented not only as a regional potential development program, but also as path of advancing the village area in achieving adequate, and well-established living conditions at the level of government structures and village areas. Suggestions in theeregulation of theeperformance of villageeAutonomy in Indonesia are that a supervisory function from the central and regional governments is needed, but the village is still given freedom in implementing the village autonomy program in accordance with the targets that must be addressed.
