Abstract :
This research is based on the number of the construction of telecommunication towers that are not controlled and violated aesthetic environment which often causes problems among people around the tower and the governmen/, the government published !he Regional Regulation the cily of Palembang No. 4 in 201 I about the Implementation and Retribulion of Telecommunication Tower Control to regulate and conlrol the construction of telecommunications tower in the Palembang city. Deparlmenl of Communication and Information Technology as the executor of the technical policy has the authority to control and keep an eye on the existence of the lelecommunication tower buildings, the tower providers did a lot of violations of the provisions by not extending the operational license of the tower, there are towers that doesn't deserve to stand. This research aims to find out how the implementation of the Regional Regulation the city of Palembang No. 4 in 201 I on the Implementation and Retribution Telecommunication Tower Control in 2014. This research using techniques descriplive qualitalive. The method of collecting data with the communication, in-depth interviews, and observation. Analysis data used is !he reduction of data, the presentation of data, and the withdrawal of !he point of view. Based on the results of research being done to be aware of the success of policy implementation discussion can be seen from the dimensions of adherence, the routine functions, performance and the impact. Still hasn't been going well for the control of the telecommunications is still lack of Human Resources led to the lack of supervision operational tower. Department of communication and information of Palembang city need to increase of Human Resources more attention to aesthetic aspects of the environment and security, need to maximize coordination with local authorities to be able to know the problems and the effects caused by the telecommunication tower.
