Abstract :
Implementation of activities or programs must be in accordance with the concept of effectiveness in the sense of achieving goals and etliciency in the use of resources. The purpose of this study is to analyze the effectiveness and efficiency in implementing .expenditure budget of Agency Development Planning Regional of Palembang City in the 2012-2016 year . This research uses descriptive qualitative method. The results of this study indicate that in terms of effectiveness, the implementation of expenditure budget of Agency Development Planning Regional of Palembang of Palembang City in 2012-2016 year is fluctuated. The effectiveness level in 2013-2014 year is effective enough, but the effectiveness of 2012,2015 and 2016 is still quite effective due to budget realization that has a considerable margin on the target budget that bas been set because experts are inadequate and Less spending realization due to several programs that have been budgeted but can not be implemented. Implementation of expenditure budget in 2012-2016 year in terms of efficiency classified efficient.
