Abstract :
The Southeast Asian region is an area with a high level of transnational crime, and one of the crimes that terrorize countries in this region is drug crime. Understanding the urgency of the dangers of drug abuse and illicit trafficking has made the Southeast Asian region, which is incorporated under ASEAN, jointly exert efforts to eradicate the drug chain. The formation of ASOD (ASEAN Senior Officials on Drug Matters) was marked by the signing of the Joint Declaration for Drug Free ASEAN. In Indonesia itself, the drug problem is a complicated problem that requires efforts from all parties, especially during the Covid-19 pandemic. The Indonesian government's efforts to reduce the number of drug cases is shown by actively taking part at the international level, one of which is ASOD. This study aims to analyze the role of ASOD in dealing with drug problems, especially in Indonesia during the Covid-19 pandemic era. The research method used is descriptive qualitative. The author uses the concept of the role of international organizations by Clive Archer to explain the phenomenon to be studied based on 3 variable dimensions (a) Instruments, (b) Arena, and (c) Independent Actors. Even though ASOD only fulfills 2 roles, as an instrument and an arena, the results of the study show that ASOD has a significant role through recommendations and ASOD's 5 working groups. ASOD cannot become an independent actor due to the narrow space for ASOD to act. This is influenced by the ASEAN non-interference principle, in which ASEAN believes that all ASEAN members have the right to lead its national existence free from external interference, subversion and coercion. Furthermore, this principle makes ASOD incapable of imposing sanctions on countries that do not comply with the recommendations and ASOD's 5 working groups.
