Abstract :
The number of HIV/AIDS cases in Palembang City has increased from year to year. The problem of HIV/AIDS is not only related to health issues but also social issues so that the handling requires collaboration across sectors. This research was conducted to find out how the efforts to tackle HIV/AIDS in Palembang City are from a collaborative governance perspective. This study uses collaborative governance theory proposed by Ansell and Gash (2007) with four dimensions, namely initial conditions, facilitative leadership, institutional design, and collaborative processes. In this study, using descriptive research methods with data collection techniques using interviews, observation, and documentation. The results of this study indicate that collaboration between stakeholders in efforts to tackle HIV/AIDS in Palembang has been going well but not optimal. This is due to the absence of regulations or basic rules governing collaboration between the Palembang City Health Office, the Intan Maharani Foundation, and the Sriwijaya Plus Foundation. So that it does not meet the dimensions of institutional design. In addition, the high social stigma against ODHA and humility are obstacles in efforts to deal with HIV/AIDS in Palembang City.
