Abstract :
This research aims to describe the role of the United Nations High Commissioner For
Refugees (UNHCR) in dealing with Ukrainian refugees in Poland due to the Russian-
Ukrainian War in 2022. The increasing number of Ukrainian refugees fleeing to Poland
made UNHCR as the United Nations High Commissioner for Refugees participate in
providing assistance to Ukrainians affected by the war. This research is supported using
Clive Archer's theory of the Role of International Organizations. The research method that
the author uses is descriptive qualitative method, which uses data collection through
literature studies, online data searches, and reports. The results of the study show that
UNHCR has performed the role of an instrument by being a tool to bridge Poland's
interests in providing assistance to Ukrainian refugees, as an arena UNHCR formed a
discussion forum and held international meetings with several partners to discuss the
problems of Ukrainian refugees, as an actor UNHCR acts independently in providing
information to refugees, identifying refugee problems, and monitoring the protection of
Poland as a refugee receiving country.
