Abstract :
This research is motivated by the employee performance problems at PDAM OKU period 2016 this is indicated by BPPSPAM report on Performance Results of PDAM Regency / City of South Sumatera Province 2016 which PDAM OKU side only reach value 1,97 with performance category "sick". PDAM OKU used as research location related to employee performance problem at PDAM OKU period 2016. This study aims to determine the level of influence of quality of human resources, leadership and system on employee performance in PDAM Kabupaten OKU. This research is a quantitative research. This research was conducted by using stratified random sampling technique. Samples taken as many as 48 respondents from employees at PDAM Kabupaten OKU. Data collection was taken by using questionnaire method by using likert scale. Based on the results of research by using the theory of performance factors according to Mahmudi namely: quality of human resources factors, leadership factors and system factors. The result of one factor is said to have a high influence on employee performance that is the quality factor of human resources with value 51,4%, then system factor with value 47,2%, and leadership equal to 25,4%. Thus PDAM OKU need to maintain and even improve the quality of human resources or employees and pay attention to system factors and leadership for the creation of better employee performance.
