Abstract :
The background of this thesis by the problem of the unrealized budget of the Special Fund for Agriculture in Ogan llir District in 2016 which was only 65%. This percentage shows thot the budget realization is less effective. The ineffectiveness of this budget realization is closely related to financial management. Therefore, this study aims to find out how the management of the Special Fund in the Agriculture Sector of Ogan llir Regency in 2016 is in accordance with the Domestic Regulation Number 20 of 2009 concerning Guidelines for the Management of Special Funds in the Regions and Regulation of the Minister of Agriculture No. 73 of 2015 about Guidelines Technical Utilization of Special Funds in the Field of Food Security and Agriculture. This type of research is descriptive using qua[ ilative methods. The data used in this study are primary data and secondary data. Data sources used in this study are qualitative data and quantitative data. Data collection in this study was obtained through observation, in-depth interviews, and documentation. This study was analyzed using Brian Binder's theory that a financial management can be said to be good if it has rejlec1ed 5 characteristics which consist of the simplicity of the procedure, the completeness of the document, effective, efficienl, and easily adapted The results of this research study that the Management of Special Funds in Agriculture in Ogan llir District 2016 Budget Year has not reflected good.financial management. This is because of the jive characteristics of good financial management only 3 characteristics have been implemented Two characteristics that liave not been implemented properly are document completeness and effectiveness.
