Abstract :
Free School Program Policy is a program that aims to ease the burden on parents / guardians of students through the release of the obligation to pay for school operational costs. As a technical guide for the implementation of the Free School Program, Governor Regulation Number 42 of 2017 concerning guidelines for the implementation of free school programs in South Sumatra Province. In its implementation, all State High Schools in Palembang are required to get free school program funding. In the implementation of the free school program at the State High School level in Palembang, there has been no openness of the Free School Program funds, which should be seen by the students with the amount of Free School Program funds used in the school through the school bulletin board. . The purpose of this study was to find out how the implementation of the Free High School School Program in Palembang. This thesis uses qualitative methods. The unit of analysis is 15 Public High Schools and 19 Public High Schools in Palembang. data obtained from primary data through interviews with key informants and secondary data through documents or regulations relating to the free South Sumatra school program. This thesis uses the implementation theory of Charles O. Jones. Based on the analysis and research in the field, it can be concluded that the Implementation of Free School Implementation Policies at State High Schools in Palembang City, especially in two State High Schools namely 15 Public High Schools and Palembang State High School 19 are good enough but there are still weaknesses as evidenced by the number of free school program implementers in the Education Office of the South Sumatra Province 15 High School and State Senior High School 19 already adequate and also the complete infrastructure available in the service and in the State High School 15 and Palembang State High School 19. And the weakness of the work units has not yet formed to work together to implement a free school program in the provincial education office in South Sumatra, there is a difference from SMA Negeri 15 which does not receive training and dissemination of free school programs while those in SMA 19 have already received it. Suggestions that can be given by the author are notification of free school programs listed on the school bulletin board recipients of free school programs, and Improving evaluation and monitoring carried out by the South Sumatra Provincial Education Office to schools that receive PSG funds
