Abstract :
One program that will be realized by the provincial govemment of South
Sumatra, South Sumatra election in order to host the SEA Games XXVI on 2011
namely revitalization of Campus Sport Building of Palembang. Government in
collaboration with the private sector to revitalize the area into Palembang Sport and
Convention Center (PSCC), hotel and town square. This partnership uses a system of
Build Operate Transfer (BOT) during the period of 28 years.
Feasibility study reviewed the financial aspects need to be conducted to
determine the BOT project is feasible or not to be implemented. The purpose of this
study is to find description of Build Operate Transfer and provides an altemative
feasibility study to determine the financial aspect was appropriate or not BOT system in
terms of govemment and investors. The method used in this research is through the
analysis of Net Present Value (NPV), Internal Rate of Retum (IRR) and Payback Period
(PP). Data required to support this research derived from relevant agencies ie
departement of PU Cipta Karya of South Sumatra Province.
Financial analysis of contract of B.O.T at interest rate level of 15% per year its
obtained Net Present Value (NPV) = + Rp.38.596.602.241,79, value of IRR was equal
to 18,34% and investment payback period is 13,28 years during which period investment
of 28 years. Because the NPV i s positive, the IRR value is greater than value at interest
rate level of 15% per year and repayment period not exceeding the time limit of
investment, thus the investment project is feasible.
