Abstract :
Kupang City is the capital of East Nusa Tenggara Province, which faces traffic congestion issues, especially during peak hours. A survey conducted by the Kupang City Transportation Agency in 2023 indicated a high level of traffic density, particularly at the El Tari Four-Way Intersection. The traffic volume at the El Tari Four-Way Intersection during peak hours can reach 4,853 vehicles/ hour, while the intersection's capacity is estimated to be around 1,498 vehicles/hour. Therefore, this intersection often experiences congestion, especially during peak hours, as it exceeds its capacity. This study applies fuzzy logic using the mamdani method to regulate traffic flow. Three input variables are used: the number of vehicles, vehicle speed, and vehicle density, each with three linguistic values. The output variable used is the green time for traffic lights. The research results, obtained through simulation calculations in the Matlab application using the Fuzzy Logic Designer, show that this method is effective in optimizing traffic light timing. In the test results with an input of 38 vehicles, a speed of 12 km/h, and a density of 38 vehicles, the green time duration is 10.6 seconds in the Matlab simulation, with a small difference from the manual calculation of 10,8 seconds. There is a relatively small difference in the crisp output values of the green time in testing using Matlab software and manual calculations. This is because the Matlab calculation involves rounded numbers, which is why the results slightly deviate from manual calculations. By optimizing the green time for traffic lights, traffic flow can be controlled to prevent congestion.
