Abstract :
Leadership is a leader who is the main factor in the implementation of
public policy making as well as the way of policy making. With the
suitability of the policies implemented, it will later affect the improvement
of the quality of public services. The purpose of this study is to determine
the method or strategy in optimizing leadership in policy making and to
determine the improvement of the quality of public services at the
DPMPTSP office of Jombang Regency. This study uses a descriptive
qualitative method. The results of the study of the head of the office using a
democratic leadership style that makes optimization, namely the head of
the office evaluates the performance of all divisions in order to make new
breakthroughs to always improve the quality of excellent service. As well
as an increase in the quality of public services in the ideals of excellent
service quality, transparency, accountability, conditional, participatory,
equal rights, balance of rights and obligations.
