Abstract :
This study discusses the Capacity Development of Environmental Supervisory
Officials in the Environment and Land Service of South Sumatra Province based on
the Grindle Theory on the dimension of human resource capacity development
consisting of several types of activities, namely, recruitment, training, salary system
and working conditions. This research was motivated by the phenomenon of lack of
environmental supervisory officials both in terms of quantity and quality. The
research method used is qualitative research that is descriptive. The data sources
used are primary data and secondary data. Data collection techniques used through
observation, interviews, documentation. The results showed that the capacity
building of environmental supervisory officials in the Environment and Land Service
of South Sumatra Province was still not optimal in the appointment procedure
(recruitment) and capacity building (training) in the form of training in the
functional positions of environmental supervisors. Suggestions that can be given
from the results of this study are to conduct employee resource management in the
form of analysis of existing employees based on competencies and supporting
experience so as to produce accurate data on the potential of employees who are
prepared to become environmental supervisory officials and conduct training based
on competency and performance gaps.
